UN Small Arms Process

This is the fourth edition of IANSA’s quarterly UN bulletin, issued as part of our efforts to assist you in your UN related work.

On 13 September 2011, the IANSA Women’s Network participated in a Special Briefing for Missions of UN Member States preparing for the First Committee of the UN General Assembly: Disarmament and International Security.

This brand new briefing paper gives an overview of the differences between the UN Programme of Action on small arms (PoA) and the Arms Trade Treaty (ATT).

Disarm Domestic Violence

76% of the homicide-suicide cases in Switzerland involve the use of firearms, very often a gun kept at home by Swiss army reservists, according to a new study by the University Institute of Forensic Medicine of Lausanne (Switzerland).

The latest edition of IANSA Women’s Network bulletin is now available. It has articles on the first Training Institute on women and SALW control, the Disarm Domestic Violence campaign in South Africa and UN Resolutions 1325 and 1820.

IANSA Women’s Network has welcomed the appointment of Margot Wallström as the new United Nations Special Representative for sexual violence in conflict, as requested in Security Council Resolution 1888 on Women, Peace and Security.

The Arms Trade Treaty

Women in Alternative Action Cameroon held discussions with authorities of the Ministry of External Relations in Cameroon to bring attention to the forthcoming ATT conference and the need for quick ratification of the Kinshasa Convention and to call for improvement of Cameroon’s gun policy.

Daniel Mack of Instituto Sou da Paz and member of IANSA’s International Advisory Council (IAC) has written an article on the massacres in Syria and the need for a robust Arms Trade Treaty entitled “‘International Community’: To Syria, What Is It Good For?” The article is available here.

The UN High Representative for Disarmament Affairs, Angela Kane, has called on governments to work with civil society during the Global Week of Action against Gun Violence, 11-17 June 2012. In her endorsement of the WoA, Ms Kane highlighted the importance of small arms control in the global disarmament agenda.

Global Week of Action Against Gun Violence

Bethesaida, IANSA member in Rwanda, led a training workshop to discuss the means to reduce the misuse of SALW and organised debates with women in the area of Kigali. They are also working with pupils from the schools of the district to think about SALW and issues related to gun violence.

CAMYOSFOP, IANSA member in Cameroon, held a discussion with Members of Parliament on the Diplomatic Conference on the ATT and the need for Cameroon to ratify the Kinshasa Convention on small arms and light weapons. The Leader of the SDF Parliamentary Group, Hon Joseph Banandzen, informed them that the bill for to ratify the Kinshasa Convention will be received for scrutiny. CAMYOSFOP will also be meeting with the officials of the Ministry of External Relations on the role of Cameroon in the upcoming Diplomatic Conference on the ATT.

The interactive, call-in programme was geared towards bringing attention to the Arms Trade Treaty (ATT) Diplomatic Conference in July 2012, the UNPoA Review Conference as well as on the need for the Cameroon Government to ratify the Kinshasa Convention and to harmonise the draft firearms law proposed by WAA Cameroon to Ministries and Parliament.
