UN Small Arms Process

The Permanent Representative of Jamaica to the UN Raymond O. Wolfe celebrates the achievements of the UN Programme of Action on small arms (PoA) over the last 10 years and looks forward to the Review Conference on the PoA in an article published in the UN Chronicle.

An aide memoire for non-governmental organisations for the Preparatory Committee of the 2012 Review Conference on the Programme of Action on small arms (PoA PrepCom) is now available online.

The Parliamentary Forum on Small Arms and Light Weapons has issued a policy statement on civilian possession of automatic and semi-automatic rifles, adopted during their board meeting in New York on 23 October this year. It states that, “ Such kinds of weapons – which do not only relate to illegal trafficking, conflict zones or high levels of gun violence but have also been used to perpetrate massacres in countries including New Zealand, United Kingdom, Australia, United States and recently in Norway - should be banned from civilian possession”.

The Arms Trade Treaty

Women in Alternative Action - WAA Cameroon were the main guests on the National Radio CRTV broad audience interactive programme Morning Safari. The interactive, call-in programme was geared towards bringing attention to the Arms Trade Treaty (ATT) Diplomatic Conference in July 2012, the UNPoA Review Conference as well as on the need for the Cameroon Government to ratify the Kinshasa Convention and to harmonise the draft firearms law proposed by WAA Cameroon to Ministries and Parliament.

The dedicated United Nations website on the Arms Trade Treaty (ATT) negotiations went live on 7 June: www.un.org/disarmament/ATT/. This website serves as the primary information platform regarding the historic United Nations Conference on the Arms Trade Treaty, which will take place in New York from 2 to 27 July.

In Barcelona, the International Catalan Institute for Peace (ICIP) is organising a talk on the Arms Trade Treaty with Xavier Alcalde, ICIP researcher and Jordi Armadans, and director of Fundació per la Pau (Peace Foundation), IANSA member in Spain. Both will share their perspectives on the preparatory committees and the upcoming diplomatic conference.

Global Week of Action Against Gun Violence

RASALAO-Benin distributed IANSA leaflets in public places, shared a press release in French and other local languages and gave interviews to the national newspaper “Evènement” and journalists at the local radio station CERDEF. All activities reinforced the campaign against gun violence and the proliferation and misuse of small arms and light weapons in Benin.

Colonie des Pionniers du Développement, IANSA member in Burundi, shared with journalists recommendations gathered by field workers, after debates were broadcasted on several radio channels, including the African Public Radio and Bonesha FM. Recommendations include improving dialogue between politicians, ratification and implementation of the Kinshasa Convention and the government’s support for a strong ATT, as well as the inclusion of both ammunition and gender in the treaty text. 

IANSA member INAPD (Institute of Literacy for Peace and Development) organised a conference on the consequences of gun violence at the University Gamal Abdel Nasser in Conakry, Guinea with the participation of the Guinean National Commission on Small Arms. Around a hundred civil society organisations participated and committed to work together to reduce gun violence through a national programme piloted by INAPD and the creation of an IANSA national Youth Network.
