Control Arms Parliamentary Action: How to get involved


1. Contact us to request a Parliamentary Action Pack. The contents of the pack are available to download from the downloadable resources section on this page. If you have problems printing we can send you hard copies of the contents of the pack. We can also send you Control Arms badges and pens on request.

2. Arrange a meeting with your parliamentarian in your country and your region

3. Distribute the action pack to relevant Parliamentary groups · Distribute the Parliamentary action pack to the national parliamentary groups you think may support this initiative. · Distribute the action pack to the chair of the Parliament in your country

4. When you meet your parliamentarian give them the Parliamentary Action Pack and ask them to:

  • Support and publicly declare support for the Global Principles for Arms Transfers and for an Arms Trade Treaty.
  • Introduce the Model Parliamentary Resolution for debate in the parliament and amongst colleagues and push for its adoption in the parliament and/or in other influential committees and forums and in their own political party.
  • Ask questions in Parliament – will the government support Global Principles for Arms Transfers based on international humanitarian and human rights law, as in the attached paper? Will the government support their inclusion in the revised PoA? Press for the government to issue a public statement on its position.
  • Form a Parliamentary working group on arms control issues.
  • Attend the UN Preparatory Committee on Small Arms and Light Weapons (9-20 January 2006) and the UN Review Conference on Small Arms and Light Weapons (26 June – 7 July 2006) as part of the national delegation.
  • Ensure that representatives to the Inter-Parliamentary Union (IPU) are well informed on the subject of small arms. The IPU assembly in Nairobi in May 2006 has a major debate scheduled on small arms. A strong resolution from the IPU, endorsing the Global Principles for Arms Transfers, could be very influential as it is just before the Review Conference.

5. When parliamentarians agree to give support, try to get this into the public domain by:

  • Issuing a press release, or an article for a newspaper, highlighting the role of the MPs and publicising the principles.
  • Holding a press conference or radio or television interviews together with the MPs.
  • Distribute the action pack to MPs in regional parliamentary bodies, such as provincial assemblies or the European Parliament.

6. Add the photos of parliamentarians to the Million Faces Petition
Try to get at least 20 MPs photos for the Million Faces Petition, if possible, from different political parties to show support from across the political spectrum. We urgently need to have a wider global representation of MPs and Parliamentarians in our petition and among the celebrities on Controlarms.org web site. To upload directly the photos of the Parliamentarians, please log into the admin site of the Million Faces Petition: . If you do not have access please contact Kate Bishop at Oxfam. From the admin site, please go to the Famous faces/manage and click politicians/parliamentarians in the drop down menu.

7. Keep a record of the achievement
Please keep a record of the parliamentarians you have been able to approach so that you could do follow up actions in view of the Review Conference in 2006. Please let us have feedback on your activities and how many MPs and Parliamentarians you are able to get involved in this action, what resolutions they get adopted, what statements from government they secure etc.

You should also try to get as many parliamentarians as possible to fill in the Parliamentarian Contact Details Form which you should return to registration@iansa.org or fax back to +44 (0) 20 7065 0871. We want to make sure that we can continue to send the parliamentarians you have approached email updates and other relevant information.

Other things you can do:

  • Organise some media work for the action for parliamentarians – invite friendly MPs to help in recruiting media and other parliamentarians.
  • Get MPs to promote the Global Principles for Arms Transfers and the need for an ATT in their public speeches.
  • Organise public events outside Parliaments in order to reach as many parliamentarians as possible.
  • Write a letter to the editor of local & national newspapers highlighting the problem of small arms proliferation and the role of MPs in helping to win international arms control.
  • Take advantage of local public events to hand out campaign leaflets and collect more images for the Million Faces Petition.
  • Do outreach work with national organizations that deal with MPs, such as NGOs & pressure groups.
