How to set up a small arms collection and destruction project


These are the two principal sites offering practical advice on running a SALW collection/destruction project:

The United Nations offers a downloadable manual on practical disarmament in PDF format

The Bonn International Centre for Conversion (BICC) has a helpdesk on weapons collection/destruction and a manual downloadable in English, French, Portuguese, Russian and Spanish


Planning

An initial assessment might answer the following:

  • How is armed violence affecting the community (citizens, businesses, NGOs)? Who is exercising this violence?
  • To what extent is this violence due to the visibility, availability, possession and misuse of weapons?
  • What specific types of weapons can be identified as the primary cause of the problem?
  • Who is in possession of these weapons?
  • Why do these people possess weapons?
  • How were the weapons distributed?
  • What laws, if any, govern the possession and use of small arms?
  • How are these laws being enforced?
  • What is the culture of weapons/culture of violence in the area?
  • What previous efforts have been implemented to reduce the weapons in circulation?
  • What organizations are operating in the area which could assist in reducing or preventing the availability or misuse of these weapons?

An excellent Cambodian survey compiled by a Working Group on Weapons Reduction is downloadable from the WGWR website, both as a Word document and in PDF format.

BICC has a list of planning considerations here, specifically:

The Handgun Epidemic Lowering Plan (HELP) published a handbook on handgun disposal and advocacy, which can be ordered from its website.


Implementation

The BICC helpdesk has a site on implementing collection/destruction programs and the UN handbook (in PDF) has a great deal of information on how to dispose of weapons.
