Armenia and Azerbaijan
 
The major security issue in these states is the continuing dispute over the tiny, barren, but strategically important Nagorno-Karabakh region of Azerbaijan, a dispute that has involved Turkey and Russia also. The recent troubles started in 1988, when the Armenian majority in Nagorno-Karabakh appealed to Moscow to join Armenia. But in 1991, the region rejected unification with Armenia and declared complete independence in 1992. Armenia seized parts of the region in the ensuing conflict, which left over 15,000 people dead. The situation remains unresolved, but the OSCE is confident of making progress.
