Lithuania and Estonia export insignificant numbers
of SALW, while Latvia officially exports only hunting rifles. Arms
trafficking is a serious problem, however, with Finland and Lithuania
cooperating on border controls to prevent weapons being smuggled to
Russia.
While applications for NATO membership will require safe disposal of surplus
arms stocks, the largest SALW concern in the region is from Kaliningrad, the
Russian enclave that will be entirely surrounded by EU states when these countries
join. The enclave is the base for the Russian Baltic Sea fleet and contains material
left over from World War II and Chechnya.
