Despite a population of only
10 million people, the large amounts of surplus military stock
left over from the end of the USSR in 1991 have led to the suspicion
that Belarus is a major arms producer with poor export controls.
In particular, US and Israeli security forces have claimed that
there were $500 million exports in the first half of 2001 alone,
making the industry one of the ten largest in the world. They
also allege that Belarus was a major supplier to Taliban and
Chechnyan forces.
A regional workshop on SALW, organised by UNDP Minsk and the NGOs SCAF and Voluntas,
was held in Belarus in November 2002 with the intention of sharing expertise
on stockpile management, arms recovery and increasing the transparency of arms
transfers. This last topic had been broached in an earlier meeting in February
2002, and is perhaps the most pressing issue addressed by IANSA members in the
country.
